Pouvez-vous m'aider s'il vous plaît?
Voici un texte officiel d'anglais :
"In an open-ended question, we asked respondents to name the policy management solution vendors they have installed currently, and whom they are evaluating for use by September 2014."
Ici il me semble que le "whom" sera traduit par "que" en français.
Si vous confirmez mon point de vue, pourquoi dans ce cas, ne pas avoir mis "that" à la place de "whom" ?

HelloThis would most likely be translated by "ceux/celles" in French. You could replace the word "whom" with "those/the ones" but not "that".

"those" refers to "policy management solution vendors"

that remplaçant who/whom serait limitatif: Only the vendors that had been installed recently by the respondents were evaluated.

je ne savais pas pour cette subtilité 'limitative' concernant le 'that'.
Même sur mes dico professionnels , je n'ai pas trouvé (ni appris d'ailleurs !!!) ces explications.

le "ceux" tout court me parait peu utilisé en français, je dirais plutôt "ceux-là mêmes qui/que" ,sinon je ne vois pas bien comment traduire autrement.
