I'm good in English or at English.

both can be heard , we usually say:
I am excellent at, good at, average at, bad at, terrible at English.

I'd rather advise you to use 'at ' as the proper preposition , not an article .

Yes, you hear both at and in. 'Good at' is usually used to express proficiency for all kinds of abilities, but for a subject that you study at/in school, you may hear it either way.
