J'aimerais
"She can rarely afford to buy a new dress"
Pourquoi ne pas tout simplement dire : She can rarely afford a new dress.
Ou cela change le sens de la phrase?

Hello.
They mean the same thing, and both are said. However, the phrase 'afford to buy' is very common.
I can't afford to buy a new dress.
I can't afford a new dress.
I can't afford it.
