Do we write capital letters after the two dots? Eg, he said:They are ill.

If a complete sentence follows the colon (two dots), you need a capital letter. If only a phrase or incomplete sentence follows the colon, you do not need to use a capital letter.

But in your example, it would be written: He said, "They are ill."

The first rule to remember is, Start each sentence with a capital letter.
