Please review my answers and correct me if I am wrong.

1. He is a brilliant teacher. Use : 'so' as an amplifier
He is so brilliant. ( I think when an adjective is modified by so, no noun follows)
Not He is so brilliant teacher. But the teacher is so brilliant.
2.What a smart student he is! Use How instead of What
How + adjective\ adverb + noun + verb OR:
How + adjective\adverb + noun + subject +verb
How smart student is! OR How smart student he is!
3.There is a tall tree in the garden. Use 'too' as an amplifier
There is a too-tall tree in the garden.
4. Sami isn't as an efficient teacher as he used to be.( Correct if wrong )
I think it is correct

There is a too-tall tree in the garden. Sounds strange.
The tree in the garden is too tall.
There is a tree in the garden that is (much) too tall.
4. Sami isn't as efficient a teacher as he used to be.

1. Ali is a teacher so brilliant . I see it could be a predicative adjective
2.What a teacher smart he is! I see it is not common ?

" There is too tall a tree in the garden" strange, better there is a tree which is too tall in the garden.
1. Ali is a teacher so brilliant . I see it could be a predicative adjective I don't think so. A. is so brilliant a teacher or (more natural I think in modern English), A. is
such a brilliant teacher.
