or

The horses are used by cowboys to herd the bulls...is correct; I agree with laure95.
'For' will be employed to indicate what to do with the object we talk about.
A knife is used for cutting meat or bread.
A key is used for opening a door.
Horses have no specific use; we can ride them,plough a field,have races with them, and so on.
